You raised some great questions.When a trailer hitch like the Curt Class III # 13580 says "Not Rated for Weight Distribution" it means that the hitch cannot be used with any style of weight distribution (WD) system. The only hitch I have for you is going to be a rear class III hitch # 13580. The # C31083 front hitch is designed for 2018 - 2020 Ford Expedition and 2015 - 2020 Ford F-150 models. I contacted our manufacturers and they also do not make a front hitch for your 1976 International Scout II.
If you wanted to take on the task, you could take the Curt Adjustable Trailer Hitch # C13701 and weld/bolt it on to the front. I don't know how original your Scout is but that is a route you could take.
